Its the latest heartbreaking reiteration of a pattern that has surfaced elsewhere in sports national governing bodies, with similarly disturbing results.USA Swimming and Volleyball have been rocked by similar sexual abuse scandals in recent years, and the pattern of inaction and inattentiveness in such cases is often similar. Mentally ill millionaire John du Ponts ability to insinuate himself into the USA Wrestling program for years before murdering a former Olympic medalist he hired as a coach was the subject of the 2014 movie Foxcatcher. Abusers carry on for years before their complaints are dealt with or accusers are finally believed.Just last week, the New York Daily News updated the tale of girls volleyball coach Rick Butler, whose alleged sexual misconduct was the subject of a similar investigative story that appeared in Sports Illustrated way back in 1997. (Full disclosure: ESPNs Lester Munson and I wrote the initial story, Betrayal of Trust.) The club volleyball players whom Butler allegedly raped when they were 15 or 16 are now women in their late 40s. The stories that three of them tell about how Butler groomed them as victims are eerily similar. Though Butler was sometimes censured, he has since relocated several times but continued to coach.The Star report details the same sadly familiar pattern in gymnastics. It shows how female athletes, their parents, and would-be whistle-blowers believed their complaints went unheard by USA Gymnastics. The article cites specific cases that USA Gymnastics was made aware of involving four male coaches who, it turned out, are serving time for molestation, posting child porn online and other offenses. (One of the coaches, Marvin Sharp, killed himself in jail last year.) Some of the girls were as young as 10 or 11 when the abuse occurred.?The Star said it has also filed a court request to unseal records that USA Gymnastics has refused to turn over because it is being sued by one of the gymnasts who says she was sexually abused.But that lack of information didnt change the basic premise of the Stars story: Top executives at one of Americas most prominent Olympic organizations failed to alert authorities to many allegations of?sexual abuse by?coaches -- relying on a policy that enabled predators to abuse gymnasts long after USA Gymnastics had received warnings.USA Gymnastics president Steve Penny, one of the officials cited in the story, is in Rio de Janeiro with the U.S. mens and womens Olympic teams, which began training here the past week. In the competitive arena, the womens squad, in particular, is one of the jewels of the U.S. Olympic program; all five athletes are legitimate medal contenders and are expected to win the team competition in a rout.Penny declined to speak to reporters Thursday on the advice of counsel, according to a USA Gymnastics spokesperson. Instead, he released a five-paragraph statement that read in part:Addressing issues of sexual misconduct has been important to USA Gymnastics for many years, and the organization is committed to promoting a safe environment for its athletes. We find it appalling that anyone would exploit a young athlete or child in this manner, and recognize the effect this behavior can have on a persons life. USA Gymnastics has been proactive in helping to educate the gymnastics community over the years, and will continue to take every punitive action available within our jurisdiction, and cooperate fully with law enforcement.Penny added, The organization has continually reviewed its best practices on how it addresses these issues and has been among the first to initiate new policies and procedures including publishing a list of banned coaches and instituting national background checks. ... We feel the Star left out significant facts that would have painted a more accurate picture of our efforts.However, Penny did not dispute the Stars assertion that USA Gymnastics sometimes decided not to act on complaints if reports didnt come to them from firsthand sources. As an example, the Star cited a 2013 lawsuit filed by one coachs victims. Two former USA Gymnastics officials admitted under oath that the organization routinely dismissed sexual abuse allegations as hearsay unless they came directly from a victim or victims parent.The article also suggests USA Gymnastics, like many organizations, seems to have an ad hoc policy when it comes to fielding sexual abuse complaints and, just as concerning, such policies dont always hew to what experts in the field or individual states recommend and require. In a case involving William Bill McCabe, who is currently serving a 30-year sentence for the sexual exploitation of children and making false statements, the federation acknowledged in court records that it seldom, if ever, forwarded allegations of child abuse to police or child protective services without being asked.If true, thats unconscionable.Shelley Haymaker, an Indiana attorney who represents abuse victims in child welfare cases, told the Star that USA Gymnastics approach sickens her.If even half of the Stars characterizations of the gymnastic federations behavior are accurate, its a remarkable piece of reporting.One of the important takeaways? The process of acting on such complaints neednt be this complicated.The U.S. Olympic Committee should require every single one of its federations to follow a simple rule: If youre made aware of allegations of abuse, report it to the proper authorities. No excuses, no exceptions. Then let the authorities or experts parse out what is criminal or not, fair or unfair, slanderous or revelatory.The idea that USA Gymnastics (or any federation, for that matter) has the wherewithal, expertise, resources and tools at its disposal to conduct an effective investigation into such serious complaints is an absurd conceit.Let federations wade in to discipline coaches on the back end of the process, after the authorities have spoken. Hammer out a policy about provisional suspensions.USA Gymnastics has a tough job. Its membership numbers more than 121,000 athletes and 3,000 gyms. The cycle of abuse the Star reported on happens in all walks of life. Finding it, let alone stopping it, is incredibly difficult because of the shame and fear the victims often feel and the climate of disbelief that molesters actively cultivate.But reporting such allegations once they surface should be this straightforward: If you hear something or see something, say something. Greg Auman of the Tampa Bay Times reports that the team had former Buccaneers defensive tackle Sealver Siliga in for a workout.

Siliga played 117 snaps on defense for the Bucs in eight games last season and also saw action in six games during the 2016 season. He opened the 2016 season with the Seahawks and saw his most extensive action with the Patriots from 2013 to 2015 when he started 13 of the 25 games he played.

That time with the Patriots coincided with Lions head coach Matt Patricia’s time on the New England staff, which may help Siliga’s chances of getting a chance on the roster in Detroit. Washington Redskins coach Jay Gruden doesn't expect to go looking for another running back after losing promising rookie Derrius Guice to a torn ACL in his left knee in the preseason opener.

"We have guys that are here and in play Mitch Morse Jersey ," Gruden said, noting that the Redskins drafted Guice because he was the best player available in the 59th spot, "not because we weren't satisfied with the backs we have."

The contenders as the No. 1 back now start with Rob Kelley and Samaje Perine.

Kelley, with 16 starts in two seasons, missed most of last season with a variety of injuries but ran for 704 yards and six touchdowns in 2016. Perine made eight starts last season and became the first Redskins running back with consecutive 100-yard performances since Alfred Morris in 2013. He had 603 yards and one TD last season.

Nonetheless, the Redskins' 90.5-yard rushing average was fifth-worst in the NFL, and Guice was looked at as a great find in the second round. Projected as a first-round pick, his stock fell amid reports of character concerns.

Gruden said none of those ever surfaced and he looks forward to Guice being 100 percent next season.

"We're obviously very upset for Derrius. He's put a lot of work in and (had) a very promising rookie season ahead of him, but unfortunately these injuries happen," Gruden said. "... We had high hopes for him and what he could do for this football team and what he would accomplish his rookie year as a person and all that good stuff."

Instead, he's hoping Kelley, Perine or veteran third-down specialist Chris Thompson, who is recovering from a broken fibula last season, can create as much excitement.

"I've been impressed with both of those guys," Gruden said about Kelley and Perine. "A lot of talk has been on Derrius and deservedly so. He's had a great camp and OTAs, but Rob Kelley has lost a little bit of weight. He looks quicker in the hole to me and Samaje just looks more comfortable to me. He had a couple nice licks in the game the other night."

An increased opportunity was secondary in Kelley's mind after practice Saturday.

"It's real tough," Kelly said about Guice's injury. "He brought an energy I can't even explain to the room. I feel like everybody in the room feels a certain type of way about that. Just want to go out there and compete for him."

Kelley Calvin Munson Jersey , based on his own experience with injuries, also offered Guice some advice.

"I just told him to come back stronger than ever, show people what they're missing out on," he said.

Star linebacker Ryan Kerrigan said he learned about Guice's status Friday when he came to the team's practice facility, and "it kind of took me a couple of minutes to get going with my workout and whatnot. ... He was the focal point of 'Skins camp, I would say, so far. I mean, people were wondering how many yards this guy's going to rush for and if they should pick him for their fantasy team. Things like that. People were really excited for him."

In the interim, the season goes on, and the Redskins running backs and everyone else will get to show their stuff against a different team in the next three days as the New York Jets come to Richmond for joint workouts.

"The Jets have a great run defense. They always have," Gruden said. "... So, just to get a different look, different perspective on how they do things, different speed at linebacker, safeties are very, very good over there so, we have to account for them. I mean there's a lot of things that they do differently that we'll have to account for and it'll be interesting to see how we adjust. So Rashaan Melvin Jersey , running backs, offensive linemen, tight ends in the running game, receivers in the running game. So, I think everybody will get a good-great challenge against these guys."

When it comes to the playoffs, the Carolina Panthers have been there, done that.

The Panthers are unquestionably the most battle-tested team in the NFC playoffs with a roster consisting of players who have participated in 187 career postseason games. That’s quite a few more than the Atlanta Falcons (143), and more than double that of Carolina’s first-round opponent, the New Orleans Saints (90).

Philadelphia players have played in 74 playoff games and Minnesota’s 69, while the Los Angeles Rams are the least experienced NFC playoff team with 21.

Whether or not that experience pays off for the Panthers (11-5) remains to be seen. Carolina enters Sunday’s game at New Orleans having lost both previous regular season matchups to the Saints (11-5) by a combined 31 points.

But 37-year-old defensive end Julius Peppers believes Carolina’s experience can only help.

”We’ve had guys who have been there before, so I feel like we should be ready and more prepared,” Peppers said. ”I feel like guys have been around and know how to approach this thing. I think it will help us keep our poise a little bit too.”

The Panthers learned that the hard way in 2013.

They played host to the San Francisco 49ers in a divisional playoff game, but several players lost their cool – and their focus – on different occasions when calls didn’t go their way. It turned out to be a valuable lesson Terence Newman Jersey , as the Panthers lost the game.

”Guys were a little too excited, too rambunctious and got away from ourselves early in the game and we weren’t able to bounce back from that,” Panthers linebacker Luke Kuechly said.

Kuechly and the Panthers did a better job of managing that emotion in 2015, although there were a few hiccups in the Super Bowl loss to Denver.

”I think guys understand that emotions are going to run high in a playoff game and you have to understand that the most important thing is to play the game and not get wrapped up in the emotion of the game and get too excited and start making dumb plays,” Kuechly said.

Experience, he said, helps that.

Panthers coach Ron Rivera said last week’s 22-10 loss felt a little like the 2013 playoff defeat to the 49ers. The Panthers had three key calls go against them in the first half against the Falcons and never recovered. They not only wound up losing the game, but a chance to capture the NFC South division title and host a playoff game.

”One of the things I said to the guys: `We got a little caught up in not being happy about some of the calls that weren’t made.’ I think we got a little distracted by that,” Rivera said. ”It was a little bit of a lesson (for younger players) and a little bit of refresher (for veterans), a reminder that, `This is playoff time. You can’t lose your focus. We’ve got to keep it on the game.”’

While the Panthers have never won a Super Bowl, this is their fourth trip to the playoffs in the last five seasons.

Panthers tight end Greg Olsen said playoff experience does matter, not only on game day but also in the preparation leading up to it.

”If you haven’t played in one, it’s really hard to anticipate it,” Olsen said. ”That level of intensity keeps going up. It’s like when you first play in the preseason in the NFL and then all of sudden the regular season opener comes and it’s like, well, this is a little different. It’s kind of a similar transition to the playoffs. Every play Duke Riley Jersey , every move, every inch is so important. The margin for error is very small.”

Said Saints coach Sean Payton: ”I think playing in big games matter. The experience of doing that, a lot of these younger players kind of played in this BCS series, it is that same type of environment. … I think it can be a factor and yet I think the preparation and the attention to detail, those type of things are most significant.”

Panthers quarterback Cam Newton is 3-3 in playoffs games.

He said just as much as experience, the playoffs after about having ”smart players, players that a conscientious of the situation at hand” is equally as important.

The Panthers certainly have that in players like Peppers, Kuechly, Thomas Davis, Charles Johnson and Mike Adams on defense, as well as Newton, Olsen, Ryan Kalil and Jonathan on offense.

NOTES: Panthers running back Jonathan Stewart (back stiffness) and guard Trai Turner practiced for the second straight day, although Turner remains in the concussion protocol. But starting left tackle Matt Kalil did not practice because of an illness.

Mike Maccagnan's first draft class with the New York Jets took two big hits on cutdown day.

Linebacker Lorenzo Mauldin and defensive tackle Deon Simon were both waived Saturday as the Jets reduced their roster to the NFL's 53-man limit.

Defensive end Leonard Williams Patrick DiMarco Jersey , the No. 6 overall pick in 2015, is now the only member of Maccagnan's six-player draft class that year remaining on the roster. Wide receiver Devin Smith (second round), quarterback Bryce Petty (fourth) and offensive lineman Jarvis Harrison (sixth) were previously released by New York.

Mauldin was a third-round pick out of Louisville in 2015 who dealt with injuries and inconsistent play during his three seasons in New York. He had 6 1/2 sacks in his first two years, but missed last season with a back injury.

The linebacker, who thanked the Jets in a post on Instagram for the opportunity he had in New York, was a terrific story when he was drafted. Mauldin grew up bouncing around various foster homes, but persevered and beat the odds by making it to college 鈥?and then to the NFL.

Mauldin openly wept on his conference call with the media shortly after the Jets picked him, appreciating the opportunity and vowing to prove any doubters wrong again. Now Rick Leonard Jersey , he'll have to do so elsewhere.

Simon was a seventh-round pick in 2015 and had 1 1/2 sacks in limited action in three seasons.

Three of Maccagnan's picks from last year's draft were also waived, including linebacker Dylan Donahue, wide receiver Chad Hansen and cornerback Jeremy Clark.

Donahue is facing a possible suspension by the NFL after some off-field issues. The fifth-rounder out of West Georgia pleaded guilty last month to driving while intoxicated for causing a wrong-way crash in February in New Jersey that injured four people. He also received a three-month suspended sentence last month and was fined $1,000 for a DUI crash in May 2017 in his hometown of Billings, Montana.

Veteran running backs Thomas Rawls and Charcandrick West were also cut Saturday, as was center Travis Swanson 鈥?who was trying to win a backup job behind Spencer Long.

The Jets have four running backs on their roster with Bilal Powell, Isaiah Crowell, rookie Trenton Cannon and Elijah McGuire Jason Taylor Jersey , who is entering his second season but is dealing with a broken foot.

Also waived were: wide receiver Tre McBride, tight end Clive Walford, linebackers Frankie Luvu and Anthony Wint, safety Brandon Bryant and kicker Taylor Bertolet.

With Bertolet gone, it appears veteran Jason Myers will be New York's kicker this season. Myers was claimed off waivers from Jacksonville on Aug. 21 when Cairo Santos was cut after not kicking all summer while dealing with a groin injury that cut short his stint with Chicago last season.

Wide receiver ArDarius Stewart, linebacker Kevin Pierre-Louis and cornerback Rashard Robinson were all placed on the reserve-suspended list.

Safety and special teams standout Rontez Miles was put on the physically unable to perform list, and is eligible to be activated after six games.

The NFL has fined former Carolina Panthers owner Jerry Richardson $2.75 million following its investigation into sexual and racial misconduct in the workplace.

The league said Thursday the investigation conducted by former U.S. Attorney Mary Jo White substantiated the allegations against Richardson, that the improper conduct was limited to him and that the team and its ownership failed to report the allegations or any resolution agreements to the league.

The league also said most of the money will go toward organizations that address racial- and gender-based issues in and outside the workplace.

Richardson put the team up for sale after a Sports Illustrated report in December that Richardson made sexually suggestive comments to women and on at least one occasion directed a racial slur at an African-American Panthers scout. The report also stated that the settlements came with non-disclosure requirements forbidding the parties from discussing the details.

Richardson has an agreement to sell the Panthers for a league-record $2.2 billion to hedge fund president and owner David Tepper. The league owners unanimously approved the sale last month Marquez Valdes-Scantling Jersey , and NFL officials said the sale is expected to close in the next two weeks. Tepper is a former minority owner of the Pittsburgh Steelers.

Coach Ron Rivera declined to comment Thursday on Richardson's fine when reached by The Associated Press. General manager Marty Hurney did not immediately return a message seeking comment.

White, who was appointed by NFL Commissioner Roger Goodell as the independent investigator, said her findings and recommendations are the product of a review that included interviews with team executives, former and current employees, document analysis and electronic records.

White states that the Panthers' anti-harassment and discrimination policy should help prevent a recurrence, and she and Goodell recommend the team report on its internal policies and procedures that address racial discrimination and sexual harassment claims, as well as related workplace issues, by the end of the year.

She also recommended the league prohibit non-disclosure agreements to limit the reporting of potential violations or cooperation with league investigations Lane Taylor Jersey , require workplace misconduct claims to be reported to the league office, establish a confidential hotline for league and team employees to report workplace conduct issues and review policies and procedures with owners, team counsel and human resource executives.

The NFL said the recommendations will be presented to the league's Conduct Committee before the coming season.

NFL officials have said they didn't know about the allegations against Richardson until Dec. 15, the same day the Panthers issued a stunning news release first announcing its own investigation of Richardson's alleged workplace misconduct. That was followed two days later by the Sports Illustrated report that detailed Richardson's alleged misconduct and also by the announcement that Richardson would sell the team he founded.

The Panthers also promoted Tina Becker to chief operating officer in the wake of the investigation.

They say the NFL is a deadline-driven business. One of the most consequential deadlines in recent years arrives in roughly 48 hours.

If the Steelers and running back Le'Veon Bell fail to agree to terms on a long-term deal by Monday at 4:00 p.m. ET Matt Bryant Jersey , the veteran tailback almost certainly will become an unrestricted free agent in eight months.

Absent a multi-year contract, Bell (who currently is unsigned) can sign only a one-year deal through the end of the regular season. By then, Bell likely will be inclined to let it ride, forcing the Steelers to choose between tagging him a third time (and paying him the quarterback franchise tender of roughly $25 million for 2019) or finally letting the open market determine his value.

There have been accounts and reports of progress, but at this point the Steelers either will make him an offer he can’t refuse or make him an offer he does refuse, content in the knowledge that he’ll make $14.52 million this year to go with last year’s $12.1 million salary before getting whatever he can in free agency. The challenge continues to be placing a value on a long-term deal with $14.52 million as the clear starting point for 2018 and nothing at all being clear after that.

The Steelers could take the position that they’ll use the transition tender next year Tim Brown Jersey , giving them a right to match any offer sheet Bell signs in exchange for a 20-percent increase over this year’s tender ($17.42 million). That would make the two-year value nearly $32 million.

But with the Steelers having their own set of rules regarding player contracts — including most importantly in Bell’s case no fully-guaranteed payments beyond the current year — it may not be easy to ensure Bell that he’ll get at least $32 million if he signs a long-term deal. Even then, it may take more than that to get him to give up his shot at whatever some other team may be willing to pay in order to not only help win games but also assist with ticket sales and the generation of buzz.

Ultimately, Bell needs to ask himself this question: What will it take to get me to trade in $14.52 million in hand plus a chance to strike it as rich as possible in March? If the Steelers aren’t willing to make that kind of an offer within the next 48 hours, the clock then will start ticking toward his potential exit from Pittsburgh.

Jon Gruden yelled out instructions, called out plays and ran an NFL practice for the first time since leaving coaching nearly a decade ago in Tampa Bay.

This was the day Gruden had been waiting for ever since he was hired for a second stint as Oakland Raiders coach.

The Raiders opened their first voluntary minicamp under Gruden on Tuesday with optimism that a change in coach can alter the fortunes of a team coming off a down season.

"The practice field has always been a laboratory for a coach," Gruden said. "That's where we earn our pay. We have to develop this team. We have to learn a lot about them quickly. While only the first 30 minutes of practice were open to the media, there was a different vibe than in previous years with Gruden's loud voice replacing music as the soundtrack on the field.

There were even large video boards on the field, allowing players to watch replays of practice plays immediately after they happened to make corrections more quickly. Gruden said that was something his first saw watching Jim Harbaugh's practices at Michigan and adopted it himself.

Gruden viewed this minicamp as an examination to see how well the players have learned the plays and system in meeting rooms the past two weeks. Gruden said he tried to throw a few extra wrinkles at quarterback Derek Carr and was pleased with how he responded.

"He threw everything at me," Carr said. "He tried to get me to see if I was listening to him in the meetings. We had a lot of fun doing that. It's always fun to accept his challenge and hopefully do good at it and look at him or wink at him or something like that. We have fun together because we both have the same goal of putting the ship in the water and hitting this thing running."

Gruden takes over a team that fell from 12 wins in 2016 to just six last season, leading to the firing of coach Jack Del Rio and a second stint for Gruden in Oakland. The Raiders' facility looks far different than it did during Gruden's first tenure from 1998-2001 with a workout center that Del Rio initiated and new fields.

The team needs plenty of work after last year's disappointment.

The Raiders had major drops in scoring (26 to 18.8), yards per game (373.3 to 324.1) and committed twice as many turnovers (14 to 28) this past season as Carr took a major step back in his development while dealing with a back injury for part of the season.

But Gruden sees great potential that Carr can get back to the level he was in 2016 when his play helped earn him a $125 million Clay Matthews Jersey , five-year extension in the offseason.

"I got really excited out there today," Gruden said. "You can have a really creative imagination with that guy at the quarterback position. He can make every throw. It comes out of his hand fast and accurate. He's mobile and sharp. He's a great leader."

The defense became the first in NFL history to fail to record an interception in the first 10 games of the season and generated only 14 takeaways all season compared to 30 in 2016.

The Raiders have brought in more than 20 free agents this offseason as Gruden has tried to put his own imprint on the team with one of the most significant moves being the signing of receiver Jordy Nelson to replace Michael Crabtree, who was released to make room.

But there are also some key pieces missing, most notably 2016 AP Defensive Player of the Year Khalil Mack, who is not participating in the offseason program while seeking a long-term contract before he can become a free agent next offseason.

Starting left tackle Donald Penn is still recovering from foot surgery and last year's top two draft picks, cornerback Gareon Conley (shin) and safety Obi Melifonwu (hip) Mason Crosby Jersey , aren't taking part in team drills.
